Władysław Ortyl was born in Mielec, in the Podkarpackie Region.

He graduated from the Rzeszów University of Technology, where he studied at the Department of Mechanics.

From 1979 to 1992, he worked as specialist constructor at the Research and Development Centre of the Communication Equipment Plant in Mielec. From 1992 to 1998 he was the Chairman of MARR Regional Development Agency in Mielec.

From 1998 to 2005, he was a Member of the Podkarpackie Regional Assembly, as well as a Member of the Regional Board, and the Deputy Marshal of the Podkarpackie Region.

In 2005 he was elected to the Senate of the Republic of Poland, where he served until May 2013.

During this time, from 2005 to 2007, he served as Secretary of State at the Ministry of Regional Development, and in the Senate he was Chairman of the National Defence Committee and Vice Chairman of the Local Government and State Administration Committee.

On May 27, 2013 the Podkarpackie Regional Assembly entrusted him with the position of the Marshal of the Podkarpackie Region, which he holds to this day.

Since 2016 he has been a member of the European Committee of the Regions – advisory body of the European Union, which is an assembly of representatives of local self-governments from member states. Within the Committee he works in two commissions: COTER (Commission for Territorial Cohesion Policy and EU Budget) and ENVE (Commission for the Environment, Climate change and Energy), and he is chairman of the Carpathians Interregional Group and a member of the Eastern Partnership Group.

From February 2020 to July 2022, he served as chairman of the European Conservatives and Reformists group in the Committee of the Regions.

In 2021, he was appointed by the President of the Republic of Poland, Andrzej Duda, to the Territorial Self-Government Council operating within the National Development Council. Wladyslaw Ortyl is also vice president of the Union of Regions of the Republic of Poland.
